LA parkers getting dinged at failed meters

LOS ANGELES (AP) -- When it comes to ticketing folks at expired parking meters, Los Angeles gives no quarter.

But apparently things have gone too far. City Councilman Tom LaBonge asked for answers Wednesday after reports that people have been ticketed for using failed meters -- and that's against city policy.

A LaBonge aide says many business owners in his district have complained that meters are filling up with coins and failing. Two of his own aides got ticketed for using broken meters.

A recent study found that 10 to 12 percent of city meters fail at any time. But a Transportation Department official says broken meter can sometimes snap back into operation, leading to a ticket.

Authorities have switched some of the city's 40,000 meters to modern technologies, such as pay stations, and will soon replace 10,000 more.
