"Terriers" is our new Twentieth Century TV series, which recently finished shooting its 12 episodes, including the pilot. The show is going to air in the fall line-up for the FX Channel. I wanted to provide some insight on what it takes to get a show like this to work in San Diego.

Recommendations are out from the Commission on the 21st Century Economy on how to fix California's broken system of revenue collection. Sadly, though not surprisingly, our elected leaders are lining up to declare the recommendations "dead on arrival."

There are troubling signs that while the economy is rebounding, we may be facing a jobless recovery. Last week, the presidents of the Federal Reserve Banks of San Francisco and Atlanta each suggested that unemployment will persist well into 2010. A recent public opinion poll by Hofsta University found that three out of four suburbanites had either themselves or knew someone who had lost their job during the recession. The Golden State is seeing unemployment higher than it has been in 26 years and almost every forecaster believes it will go higher. While some of the locally-tracked leading economic indicators are positive, help wanted ads and jobless claims continue to point downward.

Plain folks had some eye-openers in the last two years. First there was the financial meltdown that began in 2008 but hit hard last year. Wall Street greed drove the economy down and unemployment up. Then the recent revelations about excessive salaries and benefits paid to city employees blew away cover-ups and demanded transparency in government affairs.

Today, I am pleased to give credit to our governor and state legislators for accomplishing a long-awaited and vital task -- passing a comprehensive water package to reform and rebuild California's water system. I believe this will be an instrumental component of California's economic revival.

When it comes to gathering sufficient property taxes, Prop. 13 is no problem at all -- except for profligate spenders. Look at the history of our San Diego County -- a history that pretty much reflects the history of property taxes in the urban/suburban counties that hold over 90 percent of California's population.

Redistributing wealth is the new political soup de jour. Even the county Board of Supervisors wants in on the act. The supervisors are planning to redistribute millions of dollars through their new General Plan, which dictates how and where 491,000 county residents will live over the next 20 years. Some property owners claim the new General Plan will redistribute over $100 million from rural landowners to urban landowners? Not only mindboggling but grossly unfair.
